This year we celebrated the 50th anniversary of Medicare. Signed into law by President Johnson on July 30, 1965, Medicare has proven itself to be an American success story. At the time of enactment, only half of America's seniors had health insurance, leaving an already vulnerable population one illness away from financial ruin. Medicare ensures that seniors will get the health coverage they worked a lifetime for. It provides seniors and their families with peace of mind and allows all Americans to age with dignity. In my home state of Pennsylvania alone, over 2.3 million seniors rely on Medicare for their health coverage..Under current Social Security law, that's all that's required to later claim benefits. To file for benefits, individuals don't need to be citizens, but must have a workauthorized Social Security number. Those receiving work authorization would become vested for benefits with as little as ten years of earnings. The oldest of those who are eligible for the deferred action could feasibly have worked illegally long enough to already be "vested" for Social Security — including disability. This would add to program solvency problems since the Congressional Budget Office and Social Security Trustees have estimated that the Social Security disability trust fund will be fully insolvent by 2016..It is time to invest in these essential caregivers and our seniors. It is for this reason that I introduced H.R. 4445, the Improving Care for Vulnerable Older Citizens through Workforce Advancement Act of 201The bill would amend the Older Americans Act of 1965 to establish six, three-year demonstration projects to test models of care using direct-care workers in advanced roles. These demonstrations would focus on care coordination and improved delivery of health services for older adults with chronic illness or at-risk of re-hospitalization. Two projects would train DCWs to take on increased responsibilities related to caring for patients with specific diseases, including Alzheimer's, dementia, congestive heart failure, and diabetes. Two additional projects would include DCWs as members of interdisciplinary care coordination teams and use their abilities to promote smooth transitions in care. The final two would use DCWs to monitor patient health status, help consumers follow prescribed care, and educate consumers and family caregiver..This year, Social Security beneficiaries are receiving a COLA of just 0.3 percent, and in 2016, they received no COLA at all. Since 2012, COLAs have averaged 1 percent less than half of the 3 percent average during the decade prior but most beneficiaries have seen no benefit increase at all in several years due to rising Medicare Part B premiums..It would: require Medicare to negotiate lower Part D drug prices, allow individuals to import prescription drugs from Canada, require greater price transparency from drug manufacturers, accelerate the closing of the Part D "doughnut hole," restore drug rebates for low-income seniors, and put a 0 monthly cap on prescription drug spending for individuals. Together, these changes would dramatically reduce drug costs for Medicare beneficiaries.
