However, more steps like Representative Ileana Ros-Lehtinen's TSCL-supported Medicare Fraud Prevention Fraud Enforcement and Prevention Act should be taken. If passed, this bill would create a pilot program using biometric technology to ensure that all Medicare claims are legitimate. It would also facilitate real-time information sharing between law enforcement agencies, and it would increase the penalties for those convicted of Medicare fraud. While wasteful and fraudulent activities aren't the only issues of Medicare reform, TSCL believes that strict oversight from lawmakers, administrators, and seniors alike is a proper first step..Doctors, hospitals, and other providers would also be affected payments would be reduced to nursing homes, teaching hospitals, and other facilities, and doctors would no longer be paid according to the fee schedule laid out in the flawed sustainable growth rate formula. While some of these changes including the repeal of the SGR would be welcomed by TSCL, we do have serious concerns about the increased cost-sharing that many beneficiaries would see under the plan..The Notch continues because Congress has yet to enact legislation to correct it. Notch Reform has been a highly contentious issue. In 1994 the director of the GAO testified to the Commission on the Social Security Notch saying that the Social Security Trust Fund would not have built up adequate surplus "had notch legislation been enacted at an earlier date." Over those same ten years, however, from 1995 through 2004, the federal government used more than .4 trillion in surplus Social Security revenues that could have been used to pay Notch reform benefits to fund other government spending..Non-citizens who are assigned a Social Security number on or after January 1, 2004, must receive legal work authorization at some point in order to file a claim for Social Security benefits. If they never get legal work authorization, then they can't legally file a claim. If at some point they do receive work authorization, as they would under immigration amnesty proposals, then all of their earnings would be used to determine entitlement for Social Security, even for jobs worked while illegal. If the worker kept records and could prove the earnings were theirs, the earnings would be re-instated to their authorized Social Security number and used to determine entitlement to benefits..But that's not all. This risk is due in part to changes in immune defenses with increasing age. In recent years, for example, it is estimated that between 70 percent and 85 percent of seasonal flu-related deaths have occurred in people 65 years and older, and between 50 percent and 70 percent of seasonal flu-related hospitalizations have occurred among people in this age group..Wednesday's report also revealed a new projection for next year's Social Security cost-of-living adjustment. According to the Consumer Price Index for Urban Wage Earners, consumer prices have been lower this year than they were last year, which means there will likely be no COLA come January.
