When the Senate does return on Sept. 8 the first thing on its agenda will be to continue confirmation hearings on President Trump's nominations of judges to the federal judiciary. But the Senate has yet to pass one funding bill for the federal government for FY 2021 which begins Oct. 1..On Thursday, the Ways and Means Committee held a long overdue hearing on the Social Security 2100 Act. The bill was introduced by Congressman John Larson in January of this year. A companion bill was introduced in the Senator by Senator Richard Blumenthal. If adopted these bills would strengthen and reform Social Security by providing beneficiaries with a 2 percent benefit increase, would base the cost-of-living on the CPI-E, create a new minimum benefit set 125 percent of the poverty line and cut taxes for beneficiaries. Increase costs to the program would be paid for my applying the payroll tax to income over 400,000 and gradually increase the payroll tax rate to 7.4 percent..This week, one new cosponsor Rep. John Fleming signed on to Rep. Dana Rohrabacher's No Social Security for Illegal Immigrants Act. The total is now up to twenty-four. If signed into law, Rep. Rohrabacher's bill would prevent Social Security credits from being earned by work done illegally. Currently, those who receive "green cards" or work authorization may file a claim for Social Security benefits based on all earnings even earnings from jobs where they used stolen, invalid, or fraudulent Social Security numbers. TSCL believes that this practice must be put to an end in order to protect the integrity of the Social Security program, and we were pleased to see support grow for it this week..The Senior Citizens League is relieved that Members of Congress were able to avert the Fiscal Cliff and provide a "doc fix" without enacting harsh benefit cuts. However, topics like "chaining" the Social Security COLA and increasing means testing measures within Medicare will likely resurface next month, when Congress will be required to raise the debt ceiling address the spending cuts once again. In the meantime, TSCL will continue to inform Members of Congress about the consequences of cutting Social Security and Medicare benefits, and we will post updates here in the Legislative News section of our website..While Mr. Shkreli has become the poster boy for this price gouging, he is certainly not alone. These tactics are prominent throughout the entire industry. Drug company executives are buying life-saving drugs and increasing the prices astronomically to line their own pockets at the expense of some of the most vulnerable families in our nation..For those planning retirement however, it is the estimated dollar amount in Social Security benefits, not the replacement rate, that what one uses to determine a retirement budget, or how much more one will need to save for retirement. When one retires, it is the actual benefit amount, not the replacement rate that one must live on. One of the most frequent requests for services received by Social Security Administration is for an estimate of benefits. While no promises of benefits are made, millions of estimates are made annually. If the rules are changed abruptly, as they were for those born during the Notch period, this leaves no time to save for the shortfalls in benefits..A report released by the House Oversight Committee last week said that from 2016 to 2020, the 14 top drug companies spent 7 billion on stock buybacks and dividends. That is some billion more than the amount spent on research and development, the report said..There's an old saying: "Laws are like sausages; it is better not to see them being made.".This week, one new cosponsor Congressman Gregorio Kilili Camacho Sablan signed on to the Social Security 2100 Act, bringing the total up to 16If signed into law, it would extend the solvency of the Social Security trust funds responsibly, without cutting benefits for current or future retirees. The bill currently has more cosponsors than any other comprehensive Social Security reform bill to date, and we hope lawmakers in Congress will consider it seriously in the months ahead.

TSCL's report entitled "The Cost of Illegal Earnings Under Totalization With Mexico" examines three ways illegal Mexican workers could become entitled to benefits under an agreement with Mexico. The report concludes, "responsible, comprehensive cost estimates of the totalization agreement with Mexico simply cannot afford to ignore the very large and significant cost of benefits based on illegal, unauthorized work. Doing so results in highly misleading and incomplete estimates that would jeopardize the future solvency of Social Security, leading to benefit cuts and higher taxes.".The current Social Security system is like "longevity" insurance. Workers pay into the system through payroll tax withholdings up to the taxable limit on earnings. In return, retirees, and dependents on their account, receive monthly income when they claim benefits. According to projections by Johnson, an age - 66 retiree, who claims benefits in 2017 with an average benefit of ,300 a month, can expect to receive roughly 0,000 over the course of a 25- year retirement, assuming a 2.2 percent annual cost-of-living adjustment..One option recently recommended by the Medicare Payment Advisory Commission would repeal the SGR and encourage physicians to join two-sided risk accountable care organizations. Pilot ACOs that are currently operating only see rewards for delivering high-quality, low-cost care. Those in two-sided risk ACOs, however, would also be penalized for providing low-quality, high-cost care. According to MedPAC, substantial savings would result, but many are still skeptical about the potential of ACOs. … Continued
