The Senior Citizens League believes that these CMS initiatives to fight Medicare fraud, waste, and abuse are encouraging steps toward containing and even preventing escalating costs and premiums. However, more steps like Representative Ileana Ros-Lehtinen's TSCL-supported Medicare Fraud Prevention Fraud Enforcement and Prevention Act should be taken. If passed, this bill would create a pilot program using biometric technology to ensure that all Medicare claims are legitimate. It would also facilitate real-time information sharing between law enforcement agencies, and it would increase the penalties for those convicted of Medicare fraud. A second provision affecting the more affluent, imposed a 3.8% tax on a portion of net investment income. Estates and trusts can also be subject to this tax..The 2010 health law, which was vague on many other details, specifically states that enrollees can receive subsidies when purchasing health insurance on an exchange "established by the state." Night in America is a play on Ronald Reagan's 1984 campaign theme, "Morning in America.".New claims must be filed online and, to reach telephone assistance, one has to have the patience to wade through tedious automated menus, which can have long 24 -hour waits for return calls. Local Social Security offices can be so packed that it's standing room only. All this is coming home to roost for people who have middle to low incomes, and who can't afford the fees of professional retirement advisors. Too many people retire too soon, leaving substantial amounts of retirement income behind. That makes it all the more difficult to maintain one's standard of living later on in retirement..Currently, because the Trust Funds are a part of the unified federal budget, Congress regularly uses the "excess funds" those not immediately needed for purposes other than to pay out benefits. TSCL believes that this practice is fundamentally unfair to current and future beneficiaries, and because both programs are facing insolvency within the next two decades, we believe it is now more important than ever for Congress to end the irresponsible practice.
