Shortly after the announcement, the White House confirmed that many affected by the new actions would be eligible to receive Social Security and Medicare. "If they pay in, they can draw," said White House spokesman, Shawn Turner, according to The Washington Post..This year, for the first time since the early 80's, the Social Security Trust Fund that pays retirement and survivors benefits fell into deficit and is paying out more than it receives in payroll taxes and taxes on Social Security benefits. In years in which there was an excess of Social Security taxes, the federal government used the surplus revenues for other purposes and then credited the Trust Fund with special non-marketable government bonds representing IOUs. But with the recession and prolonged economic recovery, the taxes that fund Social Security plunged. At the same time, enrollment is soaring as seniors who have lost their jobs turn to Social Security early. When the Trust Funds don't receive enough tax revenues, then the government must find the cash to redeem the IOUs to pay benefits. The only options Congress has is unsustainable levels of borrowing, tax increases, or cutting benefits..All of this adds up to less money for retirement, and greater dependence on Social Security as insurance against retirement savings that are so closely tied to the value of equities and housing. "This situation was caused by COVID-19 and illustrates why Congress needs to strengthen Social Security and Medicare benefits," Johnson says. The Senior Citizens League supports legislation that would boost Social Security benefits for all retirees and supports legislation that would lower Medicare costs..The government will announce the 2017 COLA on October 18, 2016 and it remains to be seen whether Congress will take action to protect older Americans and state Medicaid budgets from unexpectedly high Medicare Part B premium costs. In response to similar circumstances last fall, Congress passed legislation that modified the Part B premium spike to the amount it would have increased if the hold harmless provision had not gone into effect..The COLA will be announced in mid - October and the Medicare Part B premium often is announced by the end of November..Addressing prescription drug prices is also one of my top priorities as Chairman of the House Committee on Oversight and Reform. The Committee launched a comprehensive investigation of the prescription drug industry's pricing practices in January of this year, focusing on the drugs that are the costliest to Medicare. In January I convened the Committee's first hearing of the 116th Congress on this topic, inviting AARP's National Volunteer President to testify about the challenges seniors face in affording their drugs..Illegal immigrants get jobs using counterfeit, invalid, and stolen Social Security numbers that employers use to withhold payroll taxes and report earnings to the Social Security Administration. Immigration advocates argue that unauthorized workers have little chance of collecting benefits. But once illegal workers gain a valid Social Security that changes. Social Security Administration policy allows noncitizens who have evidence of earnings, even for jobs worked under invalid Social Security numbers, to claim and reinstate those earnings for use in determining entitlement once they obtain their own Social Security number. The earnings are then used to determine the initial retirement benefit amount..Again, thank you for participating in the legislative process by signing the petition. It is my hope that you will continue to keep me apprised of your interest in issues important to you as my colleagues and I continue our work during this 113th Congress. As our nation begins to deal with the problems of the long-term financing of Social Security, we face some very difficult decisions. To what extent should individuals be required to save for their own retirement and to what extent should the government provide for those who cannot or have not been able to save? Proposals for reform have yet to provide answers.
