Because of age-related changes in their immune systems, people 65 years and older may not respond as well to vaccination as younger people. Patty Murray and Rep. Paul Ryan, are "talking almost every day," but a partisan divide over potential "sequester" offsets seems to have halted progress. Half of the conferees hope to replace a portion of the "sequester" with revenue increases, while the other half would like to enact cuts to mandatory programs, including Social Security and Medicare. At this point, conferees on both sides are remaining steadfast in their positions..And there is this report from Vox News:.The upcoming tax season is expected to be especially challenging. TSCL's legislative agenda for the next two years includes the following issues, among others:.An intense battle over Social Security is brewing and TSCL is gearing up for major Congressional action. Recently retired Federal Reserve Chairman Alan Greenspan waded back into the fray to tell Congress "Our choices right now are not between good and better; they're between bad and worse. The problem we now face is the most extraordinary financial crisis that I have ever seen or read about. Irrespective of what you say should be done on the tax side, you still have to cut some benefits on the expenditure side." The statement is chilling considering Greenspan oversaw the largest single overhaul of the program in history, chairing the National Commission on Social Security Reform in the early 1980's..An estimated 39 million Medicare beneficiaries spend up to 29 percent of their Social Security benefits on healthcare costs, according to a new survey by The Senior Citizens League. "That's a huge chunk of one's household budget, and chances are that many of those people are paying too much for premiums, deductibles, and out of pocket costs," says Mary Johnson a Medicare policy analyst for The Senior Citizens League. "One of the best financial moves that Medicare beneficiaries can make is to review health and drug plan coverage and compare options during Medicare's Fall Open Enrollment Period, which starts October 15 and runs through December 7, 2021," Johnson says. "For many people, it could potentially save hundreds of dollars, making the difference between having to split pills or going without, versus to covering all prescriptions and still winding up with a little cash left over," says Johnson, who helps her friends and family with the task..The plan released this week is not expected to be adopted or even to win any bipartisan support on Capitol Hill. However, it does mark the start of the fiscal 2016 budget negotiations, and it lays out the line-by-line needs of the federal agencies for appropriators. Soon, the House and Senate Budget Committees will release their own spending blueprints for fiscal 2016, and TSCL expects to see proposals that would dramatically alter the Social Security and Medicare programs. We will keep a close eye on the negotiations as they evolve, and will post updates here in the Legislative News section of our website.

The OIG said that the Social Security Administration sometimes has trouble making timely terminations of benefit payments when the beneficiary without his or her own Social Security number dies. Making accurate payments, however, is complicated by the fact that 83% of auxiliary beneficiaries without an SSN identified in the OIG's audit reside outside the United States. In addition, more than 5,000 of the auxiliary beneficiaries are age 90 or older.
