A new analysis by Johnson compared the growth of average benefits since 2009 with what retirees would have received assuming Social Security law provided a COLA guarantee of at least 3 percent, as has been proposed by some Members of Congress, including Representative Eliot Engel. Johnson's analysis found that an average benefit of ,075 in 2009 would be 6.50 per month higher in 2018 - about 17 percent higher - had Social Security recipients been protected by a 3 percent COLA guarantee. Over the past nine years, the average retiree would have received about ,947 more in total Social Security income..As was noted in last week's update, the AHCA would reform the current health system and negatively impact older Americans in several ways. It would restructure the Medicaid program, which funds nursing home care for many qualified Medicare beneficiaries. It would base premium subsidies on age instead of income, while allowing private health insurers to charge older Americans five times more than they charge younger folks for their coverage. And it would deplete Medicare's Hospital Insurance Trust Fund by eliminating two revenue sources that the ACA created, creating a funding crisis for the program..Another critical step toward lowering costs is giving Medicare the power to negotiate prescription drug prices. In December 2019, I helped pass the Lower Drug Costs Now Act with the support of both Democrats and Republicans. This commonsense bill would give Medicare Part D the power to negotiate directly with drug companies. Currently, Medicare is prohibited by law from negotiating for lower prices..And it could be worse if inflation is lower and Medicare Part B premiums are higher. Due to a special provision of law known as the Social Security hold harmless provision, when the dollar amount of the Medicare Part B premium increase is greater than the dollar amount of an individual's COLA, the Medicare Part B premium is adjusted to prevent a reduction in Social Security benefits from December of the previous year. Those affected by hold harmless wind up with no growth in their net Social Security benefit after the deduction for Part B premiums. That leaves nothing extra left over to deal with other rising costs such as housing and drug costs.."The Outlook for Major Federal Trust Funds: 2020 to 2030," Congressional Budget Office, September 2020..In a letter to Congressman Jones, Ed Cates TSCL's Chairman wrote: "The Senior Citizens League lends its enthusiastic support and the support of its membership to the Social Security Guarantee Act … We salute you for introducing legislation that would make the Social Security program more fair and reliable, and we look forward to informing our members and supporters about your efforts.".A new analysis from The Senior Citizens League indicates that Social Security checks in 2019 are as much as 18 percent lower due to the impact of extremely low COLAs over the past ten years. From 2000 to 2010, COLAs routinely averaged 3 percent annually. People who have been receiving Social Security benefits since 2009, have only seen a COLA higher than 2.8 percent one time..The 1977 benefit formula changes affected workers who turned 62 and became eligible for benefits just two years later, in 1979 and thereafter. To protect people close to retirement from abrupt benefit cuts, and to phase in the benefit reductions, a 5-year transitional formula was provided affecting people born from 1917 through 192That group had their benefits figured two different ways using both the transitional benefit formula, and the new benefit formula. People received the higher of the two benefits..We strongly recommend that you call your dad's health plan and ask for a detailed statement including dates of stays and services billed.
